Descriptionin Admin area -> Core settings-> Theme tab, there are options:
Default product list display type
Display product list type selector

Switch the places of these options, that "Display product list type selector" would be displayed above.

To implement this - need some refactoring in admin area, as such options "show only on activation" may depend on several other options, which interferes, etc.
So need some concept for such cases.
