Summary0006021: Default Shipping Cost Rules are confusing
DescriptionWhen a new Shipping Cost Rule is created, the parameters "Condition" are set to: "Amount >= 0 && Amount =< 0", so this rule will never apply. There are a lot of topics on the web describing issues regarding delivery conditions not defined for country, which originate here. It would be wise to set the default to "Amount >= 0 && Amount =< 9999" or make a warning for the user, that the current rule will never apply.

Hi,

If user are creating new roles he is responsible to create correct shipping cost rules. There is more as feature request. More additional information about how need configure shipping cost roles:
