Summary | 0006021: Default Shipping Cost Rules are confusing
Description | When a new Shipping Cost Rule is created, the parameters "Condition" are set to: "Amount >= 0 && Amount =< 0", so this rule will never apply. There are a lot of topics on the web describing issues regarding delivery conditions not defined for country, which originate here. It would be wise to set the default to "Amount >= 0 && Amount =< 9999" or make a warning for the user, that the current rule will never apply.
Steps To Reproduce | Create a new shipping cost rule in the backend
