DescriptionCOLON, ELLIPSIS, fullDateFormat and simpleDateFormat don't belong to lang files as they're probably equal if not similar in the languages. Please move their use to the database if possible.
This kind of data shall appear in admin -> lang administration

No, they are not. They are region-specific. So even more than language-specific. The best region settings we have so far are the languages though. (If you bring it down to the regional level de-at, de-de, de-ch ...)
Side note: The regional settings shown in the screenshots are partially wrong which makes them unsuitable for the base of a decision.

Redoing the regions will be done in a different feature
