Summary0000230: details_persparam.tpl makes no sense
Descriptiondetails_persparam.tpl template was used for entering persistent params. Except an input field it is no way different from details.tpl and we need to keep it up to date all the time. Maybe we can solve it over dynamic inlcludes or something like that instead of keeping almost all template dublicated.

 This template is used not only for adding persistent params, but also can have different html design which will be used for some articles. So we can not remove it and merge with current details template.
