Summary	0000713: option 'Active" for category depends on language, but in frontend menu it is only checked for DE lang
Description	option 'Active' for category can be set for every active lang. however, in frontend, when menu is generated, 'active' value is checked only for DE lang. it means, if category is active in DE, but inactive in EN, in frontend for EN lang link to this category will be displayed, but will not work. also if category is inactive for DE lang, but active for EN, it wont be displayed at all in frontend for EN lang.
