Summary	0000071: Coupons should be considered in "Min order price" check
Description	The coupon discounts are not considered in the "Min. order price" checking in the basket. I.e.: if minimum order price is 40 EUR, and you added products for 45 EUR in basket then you still able to process the order. Add the coupon in basket, which gives the discount for 10 EUR. Then user should not be able to process the order, as Total Sum amount 35 EUR is less than "Min. order price". But now system not checks the coupon and still allows to process the order (what's wrong).
