Summary0006971: Cannot use promotions in VisualCms widget action
DescriptionWe found problem with promotions - type Action (type 0 in db) with oxid starts with "ox". The Promotions are visible in every shop (cannot be delete), but we can use them only in shop with ID: 1 - cannot be loaded to widget Action in VisualCMS module.
Tested with only active modules: WYSIWYG Editor + Mediathek and Visual CMS.

Shop ID 1 - root shop
Shop ID 2 - multi shop
Steps To Reproduce1. Go to Shop with ID 1
2. Go to Visual CMS
3. Add widget Action
4. Try to load action e.g. "Angebote der Woche" - action will be found

5. Go to shop with ID 2
Repeat steps 2 to 5 - action will not be found
