Summary	0005960: Article configuration by category does not work correctly on adding article to category event
Description	Article configuration does not change when adding article to category when category isn't marked as TBE but has country VAT groups configured.
Steps To Reproduce	Create category with TBE vat groups configured but do not mark it as TBE. Add article to category. Article information would not change. Save category. Article information will change. It will be marked as TBE and will have all needed information. This is not a big issue because article would be counted as TBE only when it marked as TBE and not because it has or does not has VAT groups assigned. But this is a potential bug place for future development.
