Summary	0005846: It isn't possible to assign a global admin in sub shops to rights and roles
Description	Because only users for the shop id, in which they are created, are shown in the ajax selection list. But global admins should be selectable, too.
Additional Information	When this isn't possible, you have no chance to create one global admin user for all shops and adjust the rights for each sub shops for him. Only in that shop in which the global admin is created, are the rights adjustable.
