Summary	0004776: When generating page tab snippet it always generated as disabled
Description	When including pagetab snippet like this on the inside it is not checking for noOXIDCheck parameter when setting element attributes (active, disabled, inactive)
Steps To Reproduce	[{include file="pagetabsnippet.tpl" noOXIDCheck="true"}] that snippet always "disabled" which result is that menu showing white
