Summary	0000314: inactive categories can't be assigned to attributes, but are accessible in ajax list
Description	at the moment, if category is inactive, in Administer Products -> Attributes it is displayed in category list. but when trying to assign it to attribute, it fails without any error message. it is because there is check, if category is active when draggin from one ajax list to another, but there is no such check for displaying categories in not assigned category list. it should either check or ignore this option in both case: displaying categories and assigning them.
